Vector was acquired by Black & Decker in 2006, but DeWalt carries replacement parts. I searched for yours and found this:

I went to ACE Hardware and the sales person their figured it out. After testing the bulbs, which were fine, we narrowed it down to the trigger on the cpistol grip. It turned out that there is a cover over the trigger that must be lifted before the trigger can fully engage.

While it could be the battery, it could also be the internal charger in the spotlight. When you plug it in, it bypasses the charger and uses the connected power. However, it is likely just a bad battery. The batteries only last 3 years in an ideal setting and since these lights are typically only used certain times of the year, the batteries discharge and go bad. If its the right charger, and connected correctly, then it is probably just time to replace the battery. Try checking out http://www.batteryinternational.com/flashlight-batteries-streamlite---maglite.html for a replacement flashlight battery. Also, I'm not sure exactly what you mean by saying the charger is putting out 13.7 volts, but make sure you aren't using a charger that is too powerful, that can destroy the battery. My more milliamp hours in the battery specs, the longer the lamp will stay bright. Vector is a "Smart" charger. And won't charge a completely "dead" battery when old "not-smart" chargers would. How old is the battery? You could take the battery somewhere and have it checked as to whether it's "good" or not before you blame the charger.
