I'm assuming you are using it the way its manual recommends - in the correct position on the arm, the band firmly attached - and that the batteries are new and the contacts clean.
In that case the error appears either because the bladder doesn't inflates or the detector is faulty - in either way it will cost you more to fix it than to buy a new unit. But since this unit is destined to the scrapheap you can try to fix it yourself: open the casing and check that the pump works, that the air pipes leading to the band are in good order (no leaks), that the wires to the sensor on the band are continuous and that the sensor itself is still attached to the wires. If not then try to fix what is broken.
