A 7701P is a remote transmitter. It is not an alarm. You must know the alarm's model because different models have various ways of programming transmitters. In other words, you do not program the 7701P. The frequency is already fixed. You must program your security system to teach it that transmitter's code. Look up the manual for your security system. This typically involves turning the ignition on/off a specific number of times and pressing a valet/programming button (or switch) a certain number of times and then pressing a button on the transmitter.

Anyway put your key in ignition turn key to "run" position and within 5 seconds push the valet button and that should stop the alarm and allow you to start the vehicle. OK after you get the vehicle started turn it off and hit the valet button again. The blinking LED should be solid not blinking and that's telling you your in valet mode which means the alarm is off, the conviencince features like keyless entry and remote start will still work but the alarm is standing down.
