The bag is supported by the jet of water shooting into it. When the pump stops, the jet stops and the bag should fall over sideways, retaining the leaves. I'm curious, Letro was bought out by Pentair 10+ years ago and the Jet Vac was discontinued. Also the description says that this cleaner runs without a booster pump. Every Jet Vac I have ever met runs with a booster pump. Are you sure the installation is correct?

Craig - your filter elements in your pool filter are probably ripped (one or more) allowing whatever it is filtering to come through. This could be leave particles, DE, pebbles - whatever is sucked through your filter. The filter (at the wall) is performing it's job, and stopping this from then entering your Jet Vac, and clogging it up also, worst case ruining the gears inside the Jet Vac.

Is it a jetvac? you said the bag does not stand up, I'm sure it is a pressure cleaner, the pump maybe no good or your pool pump is not providing anough water for the pressure pump. Check every thing, hair and lint pot on pool pump should be full, clean filter. [email protected]
