Most likely the impeller is clogged, or there is a blockage on suction side of pump/plumbing. Is the basket clean? You may also have an air leak. If the pipe coming into the pump, or the pump lid not sealed, or if a leak at a union, or valve coming into the pump is allowing air in, then the pump may not prime or move much water

Replaceing the wet end seal on my hot tub
disconnect power take pump out remove front plate take back cover off motor use 7/16 wrench to hold shaft unless it has a place for a flat head screw driver at the back of the motor while holding shaft unscrew impellar counter clockwise take shaft seal off impellar make sure rubber gromet comes off with seal take back seal plate off motor by unscrewing bolts thru back of motor should be 4 knock out ceramic ring replace ceramic ring with rubber side toward plate reinstal back plate install seal on impeller with with flat side with rubber gromet toward back of impellar. screw impeller back on holding shaft if the shaft is rusty and pitted clean off with sand paper b4 reinstalling impellar lube up oring around front plate screw back tight and reinstal pump.

How to remove impeller from motor to replace
If it's a separate shaft, it requires a puller tool, but first you have to remove a nut that holds the impeller to the shaft. If the shaft is part of the impeller, meaning that it is a one piece fabrication, then there is nothing you can do about it. You haven't even stated where does this impeller come from, a washing machine, a water pump, etc.

If you have any clamp on amperage meters, you need to see what the amperage draw on the circuit is when it is running. This will tell you if something is wrong with the pump circuit. It could be anything from a bad capacitor to an impeller obstruction.
