That sounds like a thermostat problem. The heater should only be on when water is circulating, even if it is just in the standby mode before the high pressure jets are turned on.
Contact your installer or one of the parts suppliers in the link. It is unlikely to need a new mainboard.

OH Code is Overheat, so all the things you tried are not relevant. Low flow is normally the reason, too much heat build up in the heat exchanger so it cuts out.

According to the South Seas Spas Owner's Manual, the filter cycle begins 6 minutes after the spa is energized and the second filter cycle begins 12 hours later. It's possible that your filter cycle duration is set to continuous filtration mode. To change the mode, press the "Warm" or "Cool" button and select a duration of 2 hours.

It sounds like the power surge coming back on damaged the controller. Try disconnecting the mains supply overnight to fully dissipate all voltage in the electronics. It that doesn't work, this is the maker, reach out for support.
2 'hot wires'? Don't mess with 220 volts and water that you are going to immerse yourself in. Call and electrician or the pool company and do it properly to current electrical code by a qualified professional.
