hi, sounds like there is water in the horn button, it settles at the bottom and causes the button to conduct, like you pressing it down, so carefully take a hairdryer and warm the area around the button, remember it's plastic and it will deform if it gets hot , the trick is to feel the plastic making sure it doesn't get hot , don't hold the hairdryer too close. the warmth will dissolve the water and the horn sound will stop but it won't happen in five minutes and depends on how much water has got in there , another trick is to put the scooter upside down and work the button, this will cause the water to slowly run away, but you must remove the battery pack...so take care ..
so if you're using a hairdryer be careful you don't melt the plastic ...

The charging system on an electric scooter is very basic. You put 12 volts, 6 amps into the battery via a charger. The charger plug connection makes sure you get the polarity right. A 'Green Light', is usually a good sign, but in neither of your posts do you tell what the problem is except that you have a black wire that has come adrift from a 'board' (I presume that is what the word 'botd' was supposed to be, so I edited it). That needs reconnecting, or contact your local dealer for service.
Full 'make and model' and '(what it is)' in all questions please. I am guessing it is a mobility scooter, but there are 2 others types in common usage at the moment.
