The entire vent panel and light lens is held up against the ceiling by two spring clips mounted on 2 sides of the panel.
To find which two sides they are one, (they're opposite of each other), just pull on one side with your finger tips and when you see the wire spring clips, just pull down on the two sides where they are so you can get to the bulb socket.
The panel will pull down about 5-6 inches you can then either get at the light bulb, or lift up the light lens to clean it and get the bulb out.
Be sure to replace the bulb with the proper wattage bulb so you don't overheat and melt the lens in the unit.
When you're done, all you do is push up gently on each side to get the panel back in place. You might have to squeeze the wire retaining clips to get them back in, but they'll go back OK.
If you want to completely remove the cover panel, you just squeeze the retaining wire clips nearest the fan enclosure on each side and that will let you take it all the way off for cleaning, etc.
When the switch is ON, the light operates in dusk-to-dawn mode. In this mode, the light automatically turns on at sunset and turns off at sunrise. When the switch is off, the light stays off.

No, the timer should not make any noise. The noise should be a result of loose connections which cause arcing, which can make a humming or buzzing sound.
If you find that you still notice the sound, even when the main breaker is off then the problem is not electrical in nature.

It appears Micromark got out or the timer business. There is a similar one in another Fixya post, and a link to them.

The Sharp Air Conditioner Remote Control CRMC-A310JBEO comes with two timer-related functions: TIMER ON and TIMER OFF. To set the timer on the remote control, press the Timer button, then use the Temp + or Temp - buttons to set the desired time. Wait 3 seconds, then the timer function will be activated. You can turn off either function by setting its timer to "0.0h".
Try a Power Reset. Disconnect all mains power to it for 15 minutes, press and hold any button for 1 minute. Reconnect the power. If that doesn't fix it, the thermostat has failed and you need a new one. Most have backup batteries that can cause the issue you are seeing, but the manual doesn't mention anything about batteries in the base unit.
