WH40 water heater timer: Does black wire from

WH40 is 240Volt timer.
WH40 will not work with 120V circuit.

See WH40 wiring illustration at following link:
http://waterheatertimer.org/How-to-wire-EH40-hot-water-heater-timer.html

There are two hot wires in 240V circuit because every circuit requires two wires to complete the circuit.
Hot wires from breaker connect to terminal 1 and 3.
Notice that small white wires are also connected to terminals 1 and 3.
Small white wires power clock motor located on back of mechanism, so this says power from breaker box must arrive on terminals 1 and 3. This insures that clock motor runs continuously.
If clock motor only runs when manual override switch is clicked ON, then your Hot and Load wires are reversed.

Bare ground wire connects to green ground screw.
Wires going to Load (water heater) connect to terminals 2 and 4.

FYI: Terminal A is not used unless circuit also has a Neutral wire,
See basic water heater circuit Diagram #2:
http://waterheatertimer.org/240-v-water-heater-circuit.html

Terminal A is also used if you want to convert WH40 to 120V timer by replacing 240V clock with 120V clock.

There is power to the

There are two possible answers:

First, does the timer receive 240 Volts from the circuit breaker? If your 240 Volt water heater heats water when timer is manually switched on, then the answer is yes, and the 240 V circuit is fine.

If the timer is not getting 240 V, it can still appear to have power if 1/2 of the 240 volt breaker is sending power, but the other 1/2 of the breaker is defective. You can test the breaker with a tester, or by moving wires to another breaker of the same size.

The second possible answer is that the clock motor is burned out. WW Grainger sells a replacement for $16. Clock attaches with 2 small screws.

Have wh40 model. I switched out motor, but

The WH40 on-off switch is a manual override. Using the switch, you can turn power on when timer has power turned off. However the manual override is also the piece that the timer pins contact to mechanically click power on-and-off.

So if the on-off switch is broken, the timer will not work. Looking at the Wh40 sitting in my office, I cannot see the exact part you mention, but it looks like the on-off-switch is not a repairable part. And it would not be easy to work on, since the yellow timer dial does not come off.

You can buy a new WH40 and then swap out the insides. Keep the same box and just snap in the new timer. However the new WH40 on-off switch sticks out so you may have to leave door open on the old box.
Here is a photo comparing old and new WH40:

I have no power to my ec7000 timer. How do I check voltage to the timer? I have checked the voltage from the electric panel and it shows 120v.

The power going into the timer will be black, (Hot), and White(Neutral) using a multitester set to AC voltage 600v, will give you the voltage. Be careful when working with Live electricity.

I want to turn off my electric underfloor bathroom heating completely and don't know how.

There should be a fuse or breaker that would turn that off. It should be on one circuit by its self for the bathroom heating system. If its a breaker just flip the breaker switch.
