Hi,
The scum, film and white
residue problems have started since the reduction of
phosphates in dishwasher detergents.
Here is a tip that
will help you to solve the problem of films, residue, and scum in
your dishwasher.

**The NTC can be checked without removing the dishwasher by measuring its resistance at
the Control Unit. Using the appropriate wiring diagram, locate the two NTC leads. The resistance at room temperature should be approximately 55k Ohms. An extremely high, low or no Ohm reading will usually indicate a faulty NTC.**
Depending on the age of your dishwasher, it may also give you the diagnostic procedure to identify if it is indeed an error code.
For what it's worth, since you've replaced the control and the "1" is still being displayed combined with the tidbit of the unit not filling for the rinse cycle, you may have a faulty/stuck flow switch, ( or as you mentioned the NTC, thus cycling off on the Hi-limit producing the "1" error ) which is also responsible for turning the heater on once the unit fills, hence prompting the "1" error code...which indicates an error in the heating process.
