Switch turned off? Bad magneto?

I think either the voltage regulator is going bad (more probably) or your meter is wrong.

Have your Charging Circuits checked by an Auto Electrician.... it is either the Alternator or Regulator..... MOST Regulators are built into the Alternator these days

make sure magneto is VERY close to the flywheel. Like, two pieces of paper close.

Check that the fuel is fresh and clean Check that the carbureator is clean and not gummed up. Check that the circuit breakers for the power outputs are not tripped.

Most likely a dirty fuel system. Rebuild the carbureator and put in fresh fuel, preferably non-ethanol fuel. That should work.

DID YOU HOOK IT UP FOR120 VOLT OR 240 VOLT

CHECK THE GEAR ON THE STARTER IS THE GEAR STRIPED OR THE BENDIX NOT PUSHING THE GEAR OUT YOU MAY HAVE A BROKEN SPRING IN THE STARTER

THERE SHOULD BE A BOLT ON THE BOTTOM OF THE OIL SUMP THIS SHOULD BE ON THE SIDE TOWARD THE BOTTOM IT WILL LOOK LIKE THE COLOR OF BRASS TURN THE BOLT TO THE LEFT TO TAKE OUT LET THE MOTOR WARM UP BEFORE TAKING THE BOLT OUT THIS WILL THE OIL TO WARM UP. DRAIN THE OIL OUT AND REPLACE THE PLUG DONT OVER TIGHTIN THE PLUG . REPLACE THE OIL WITH 30 W OIL FOR SUMMER USE I HAVE A 10W 30 ALSO THIS WEIGH IS FOR SUMMER USE. USE A LIGHTER WEIGH OIL FOR WINTER USE.PLEASE TAKE OIL TO A RECYCLE PLACE . ALSO DONT OVER FILL THE MOTOR WITH OIL.

Did you check the fuse?

Make sure the engine RPMs are at full throttle under load or this will happen. Try connecting up a volt meter and your load, then manually reving up the motor. You shuld see the voltage rise to 120 - or above. If so, the carbureator needs cleaning and adjustment.

Too Tight as in ;Hard as a rock /no movement? Did you try taking the spark plug out and pulling? This horrid Ethanol gas does bad things to carburetors. Perhaps teh gas ruined your Valve seat in the carb and your engine cylinder is loaded with gas. Causing Hydro Lock. Write your congressman, tell him to Loss the Ethanol gas ( they are voting on it soon)
