Hi Robert, sounds like the unit is not defrosting.
Try this to indicate defost issues.
1. relocate food in the freezer, turn the unit off for 2 days and leave the door open, this will allow total defrost.
2. clean, then restart unit with door closed, after and every 2 hours check temp, I feel you may find it will get to its operating temp reasonably fast and should stay there.
If this is the case, I suspect the defrost heater element has failed and needs replacing, this is the most common cause of your type of issue.

Why doesn't freezer get cold enough
If the thermostat is turned up and the freezer still remains at around 10 degrees I would suggest the system coolant has leaked or the compressor is faulty. Check that the door seals are not obstructed or broken, that will stop the freezer getting colder.
The freezer alarm won't go off.
Possibly a problem with one of the components in the automatic defrost system in the freezer then.. this is the only reason why the alarm would keep sounding. Perhaps some of the moisture from the defrost has gotten in and damaged the electricals somehow. It might be worth it to store your freezer contents elsewhere and completely defrost the freezer and then heat the inside cabinet up with a hair dryer or something similar. This will dry out the cabinet and the electrical components. Once the freezer has warmed up let it stand for as long as possible with the doors open so that it reaches room temperature and then close the doors and switch back on. If this doesn't work you probably need a service engineer visit.

The ideal temperature range for a freezer is -2/+2 degrees F. This temperature range can very depending how full the freezer is. If your freezer is jam packed -5 degrees is good. If it is half full, +2 degrees F. is a good setting.
Too high of a setting such as -20 degree F. will cause freezer burn (bone dry your food).
Your compressor will kick in and cycle until it reaches the temperature setting. You can save on your electrical bills based on your evaluation of the necessary temperature setting.
