How long have you left battery on charger? It will take about 3 1/2 hrs to fully charge. t is probably not a good idea to leave the battery in the charger for long periods of time though, so once it is fully charged put it back in the drill. When fully charged the green led will turn solid. This link will have more info on charger and battery.

IT most likely is not 40 volts! It can be 20 or less. Depends on the battery configuration. There can be 2 twenty volt batteries in series and the charger charges them in a split configuration.

Yes, the green light flashes until the battery is fully charged on Ryobi chargers. This will change to a solid green light when the battery is fully charged until the charger goes to a power-saving mode. Not all of the Ryobi chargers have a power-saving mode. However, for those that do, the green led will dim over time and then brighten and dim slowly again in this mode.

My Ryobi charger, model P113, actually has a key for the LEDs on the unit on the left of the battery port. Just a thought, lithium batteries wont charge in Ryobi's old chargers. I upgraded my batteries but not the charger until I found this out.
