You must use a compatible programming cable and software (such as Chirp) to program the radio, and the frequencies must be within the radio operating range [400 - 471 MHz].

The usual problem is an incorrect driver for the usb/serial chip in the connecting cable. Windows installs the latest driver but clone chips need an older version. This is a very broad question, however if you are just needing some instructions on how to program the Baofeng BF-888 I would start by Checking Google for an operators manual, However these radio's are much easier to program with software. Search Google for a software program called Chirp. I do believe it has support for your radio, and that will allow you to program your radio, for a more detailed tutorial, check youtube.

turn it up or turn it off

With the cable specified by the manufacturer, you may be able to do so. Many people have had problems "cloning" the Baofeng radios. Their instructions are not very clear. You may find better informatin if you GOOGLE the instructions for that radio.

the BF888 is NOT a vhf radio, it is a UHF radio so it will NOT program VHF frequencies

1 is the least amount of squelch and 9 is the most. 9 requires more ratio power to break the squelch than 1.
