An adapter (charger) will convert a higher voltage to the 5Volt needed for the USB-port. Now i did talk about voltage, but not about current. The current is the amount of electricity running through the device. An old ipod can charge with a current of about 700mA (milli Ampere). Newer iPod's and all iPhone's need 1000mA (or 1A = 1 Ampere). An iPad needs even more. The largest component inside an iPad is the battery. It would take too long to charge this large battery at 1000mA (1A) so it needs 2100mA (2,1 A). If you check the label or the printed information on your FM-transmitter you will see the Ampere rate will we too low, and that's why your other devices won't charge. I suggest you to go to a store and buy a compatible charger or FM-transmitter.

Are you using the charging cables that came with it? That is a type C. Are you securely attaching the charging cable? A loose connection would keep the battery from charging. If you had a low battery, you would see a red light. That you have no light at all suggests there is no charge left in the battery. I'm not sure the reset will work with no charge which is why you ought to check the cables first. But turn it off and then hold down the Multifunction button for 10 seconds to reset it. Then turn it back on and see what happens. If you can, test the charging cable on aother device. If you have another type C charging cable, try it, just to eliminate a bad cable.
