If the unit isn't even starting up and running you have an internal motor problem, either you have wires that are crossed, switch that is bad or capacitor that is bad. Most of the time on a unit like this it is not worth going to and repairing, for the price that it cost for the parts you are better off just purchasing a new machine.

I have a C/H mod. PW1380- worked trouble free for
Bud The internal seals have blown just enough to cause this to malfunction, whilst it is only a small cost for the seals themselves the overall cost is $200 to repair as it has to be tested and servicd as a company policy ( just had my own done for the same reason)
It is not DIY as the tech showed me some of the pitfalls in self attempted fix and I am glad i didn't fiddle. The case is easily broken if you dont know how to open it and that;s just for starters.

Surges on and off when not in use
You must have a slight leak from somewhere like the trigger or hose etc. Any slight leak on the out pressure side will cause the machine to surge. If you don,t have any leaks then it will be a worn n/r valve on your pump.

Can't seem to separate the lance from the gun
hey there...
If the lance and hose have been sitting for an extended period of time, they may have rusted inside, and are likely to cause issues when they are put back in service. Usually best to replace the expendables like hoses and guns if they have gunked up. 1300 psi is not much, but with a restricted lance nipple, you're getting 700psi...

How do you get the cleaning solution to be
One end of pick-up hose is in bottle of cleaner the other end is attached to the "T" connection of the Washer. The spray head is set for low pressure by sliding in or out. Dispensing only happens at low pressure.
