Hi! on the bottom part of your rice cooker remove the cover and you would see a fuse. check if it is busted.

Error 08 is normally an issue with the magnetron or power supply. Not an easy fix. Call an appliance engineer.

I took a 3/16" common (straight) screwdriver bit from one of my cheap universal driver bit sets, chucked it vertically in my shop vice, mounted a grinding disk in my Dremel tool, and ground a 1/16" wide by 1/16" deep slot in the center of the bit. It worked perfectly. A hacksaw blade carefully placed could produce the same tool.

Sounds like the motor has failed. That part doesn't appear to be a spare, and they even charge you $45 for the security screwdriver.
