It smells toxic under my jacuzzi tub

Did you see any mold? Did you see any areas that are wet? TOXIC is a term that is used to describe something that is poisonous. I think you mean noxious which means unpleasant and possibly harmful. The smell of sewage would be classified as this.

Can I simply silicone jets in a tub to seal them

In order to properly seal the jet in place with silicone you must remove the wall fitting from the inside of the tub. The wall fitting is threaded into the jet body from the inside of the tub. Once the wall fitting has been removed you can put a small bead of silicone around the underside of the flange and thread it back into the jet body. Clean up the excess silicone after it squishes out with DeNatured Alcohol. If you plan on just putting a bead of silicone around the outside edge of the jet body behind the tub, do not waste the silicone or your time as it will not solve the leak in the tub. US Parts Center

I have a marble jet

Hello,
You should be able to remove the access panel and just disconnect, and cap the hose that is connected to the pump for the jets and then cap the pump nipple, where the hose connects.

This would likely be easier than trying to locate multiple caps to plug the jet holes in the tub.

I hope this helps you.

Black spider like material that may come from jaccuzi

Is it greasy, oily spider web type junk? Coming through the pipes, new construction or new tub? Could be from the pump, not that it is leaking oil but it has oil in it from the manufacture of it. I would call the jacuzzi people and tell them what you have and that your kids play in the tub and drink the stuff, ought to get them to move on that one. Ask them if they know what it is and what to do about it? Hope this helps.

that is a display error showing there is not enough water flow to activate the heater. Take the filter out of your tub and see if the error goes away. if it does then you need a clean filter. if it does not go away then you have probably have a bad pressure switch.

Jacuzzi Espree with side access pannels leaks.

you can use a scissor cutter or a utility knife and make a nice square cut in the hose. After replacing the nut, hopefully you can find one, you can get a pvc coupling, the hose is the same size as pvc pipe, and use pvc glue to reattach the 2 ends back together. Use Oatey Rain-N-Shine glue....it is in a light blue can and the actual color of the glue is blue.

I HAVE SIX JETS AND A CIRCULATOR, THEY ALL

I have worked on jetted tubs for 5 years and have yet seen a screw in plug replacement for the jet. It would be very expensive to fill the holes and refinish it. You may want to look into tub liners, they to are very expensive. I guess it depends on how long you plan to live in that house. If they are not leaking just use it as a tub and don't use the jets.

The soapy water will fill all of the jets, tubes and the pump assembly. Will it hurt the tub if the jets are not running? The soap film will build up in the jets, tubes and pump assembly and can possibly cause damage if the tub is run at a later date. Contact the tub manufacture and see if there is a safe bubble bath you can use.
