About all you can do when that happens is disassemble it and put it back together after a good cleaning and check for broken parts while you have it apart. Good luck.
What is H and L carb setting for a Poulan P3314
The "L" is your idle setting and the "H" is the wide open fuel setting. After the engine starts and runs a minute adjust the "L" to the smoothest run setting the go full throttle and adjust the "H" the same way.Hope this helps.
How to replace fuel lines on Poulan P3314
I am asuming you are already into the saw and looking at the carb and tank. There are two fuel lines, one gets gas to the carb, the other returns gas to the tank. The 'in' fuel line has to be long enough so you can pull it out the gas fill hole to attach the filter and to rest on the bottom of the tank. (The weight of the filter will keep it on the bottom.) The 'out' line only has to be long enough to go into the tank but not vibrate out. Both should be fairly snug in their holes so gas won't leak out around them. Either line can go through either hole in the tank however, one hole is usually easier for each line to run in without kinking. If you don't know which nipple is which on the carb, put one end of a line on one nipple and the other end in some gas and pump the primer. If it sucks gas up, it's the 'in' nipple, if not it's the 'out' nipple. If you got the 'out' nipple, be sure to check the other to make sure the primer is working properly.

Fuel components are onthe "Engine Assembly" & "Handle, Chassis, & BarAssembly" detail pages. Replacement fuel lines can be found at yourlocal chainsaw seller/mechanic. They are different diameters.
Fuel Line Replacement - The hose in the tank with the filter on the free end connects directly to the carburetor input connection.
- If the saw is equipped with a primer bulb, the output line from the carburetor connects to the suction side of the primer (once the bulb is collapsed it draws fuel from the tank through the carburetor to refill the bulb as it inflates).
- The pressure side of the primer returns displaced fuel to the tank as it is depressed.
My pull start on a Poulan 3314 Chain Saw (with
I had (and still have) the same problem with the same saw. Like you I took it apart and the spring unwound. The way I finally got it back together was to lie it (spring down) on a flat surface near the edge. I then rewound the spring while holding the white plastice piece in place with a pair of vice grips. Once wound I slid it off the edge of the bench very slowly holding the spring in place with my fingers (carful because if you let it slip it can slice your finger) Then I set it back in holding the hooked end with a screw driver and placing the side opposite the hook in first. I managed on the first try to pop it in place and while it seems to turn and recoil fine when I put the saw back together it still sticks which prompted the repair in the first place.

Often the cause is a failed fuel pump diaphram. Rebuild the carb... kits about $20. The diaphram works from engine vacuum pulses. Also the little flap type check valves go bad... the ethanol in gas doesn't help this problem...

Check the compression. If it has low compression it won't start.
Chian oiler seems not to
See if you can get to the output orifice with the tube from some canned air, and blow it out. Sawdust gets down in the tank and plugs up the orifice. You'll have to empty the tank and flush it with kerosene, or a similar product, after getting the orifice cleared. Once you're sure you've got all the crud out, blow dry the tank and refill with oil, and you should be back in business.
