try pushing the front roller in towards the back it is most likely a spring loaded arm that when pushed back will activate a trip lock to hold it back after fitting a new belt release the trip lock spin the belt by hand and use the knob that you were turning to center the belt on the pulley if you do not do that , then on starting the belt may run off the pulley

If the tool asked more then thebattery can handle thearmatures and the batteries can became both in a to short time defect. Time to replace a few orings in the trigger valve. There are at least three orings made of vinyl that fail, two on the trigger pin and one on the plunger.
