Same problem here.

If you're only reading .18 volts DC at the charger itself, then it's time to replace the charger.
It's probably some inexpensive Electrolytic Capacitors inside the charger that have bit the dust.

Here's info about Electrolytic Capacitors,

2.http://www.capacitorlab.com/visible-failures/index.htm
Both sites relate to computer motherboards and computer power supply's, but know, that there has been a problem with 'Caps' for all kinds of electronic components, no matter what they are, therefore these same visual signs of failure apply. (Sorry about the run on sentence!)

Charger won't charge

The unit is probably bad. Mine just died turned out its the wall wart. The wall wart is a transformer only set up and outputs about 17VAC. The DC conversion is done in the clip. Only option I found was to replace the charger with the new multivolt charger , Upside batteries charge in about an hour to hour+1/2 vice 3 hours.

Lights do not come on

Same thing happened to me recently. The charger (wall transformer) is bad, there is little voltage coming out of the charger base. The circuit inside the base is simple rectifier with LED. Mine is fried from my experiment. If anyone has the resistor R1, R2 values or colored pictures to show the color bars would be helpful.
I thought mine was 52 ohms and 100 ohms respectively...but that doesn't seem right.
At any rate, a simple 14-15VDC 200mA charger could replace the adapter/circuit board altogether.

Aguired a black and decker model 7600 router tool.

They don't have an instruction manual online at the Black and Decker support site, but if you want a look at the exploded diagram, it's here.

Basically there's a collet nut that gets tightened down to hold the bit in place. You've got to loosen it up and you'll be able to pop bits in and out. You've got to have some way to lock the shaft while you're doing this though.

Most modern routers have a spring loaded shaft lock button. While you're holding it in, start turning the collet. When the shaft gets to the point where there's a little hole for the spring lock, you'll probably hear a little click, and the shaft will be locked so you can loosen the collet. If you take your finger off the shaft lock, it pops right back out again so hold it down while you're loosening and tightening.

If you don't see a shaft lock button, you may have a second hex nut at the base and with two wrenches, you can hold the hex nut and turn the collet loose that way.

If this answer was helpful, please give it a vote. Thanks.

What does the code F02 mean for a smart battery charger

It means one of two things. Either you do not have a good connection from the charger to the battery, check and clean the clamps and terminals, or the battery has too low a charge. A smart charger needs to measure the existing charge before it will work.

Can I use the heat element of a 1000W blow dryer in a 1000W heat gun?

Yes, the difference is the air flow over the 1000 watt element, blow dryer, uses lots of air, heat gun uses a lesser airflow.

Need to convert pad to hook & loop sys. Is product made to fit this sander pad ?

Thought about what my orbital sander is like, then went to a craft store and bought a large sheet/pad of velcro and cut it to fit the 6" rubber disc pad glued it to the pad and then bought hook and loop sanding discs. And you wondering why I didn't use my orbital sander?? Because I needed to get into tight spaces and the orbital sander is a bit too large for this, plus it's too heavy to use working overhead .

Thanks for your site and for asking if problem still exists. Appreciate it.
