I have a 110 welder
sounds like theres a problem with the transformer/diode assy. thats where your weld current comes from. if your inclined, remove the cover you will see a wire wound transformer with a diode or rectifier assy. look at the wire leads, some have tube insulation over them . inside the tube insulation you will most likey find an inline thermal protecter either soldiered or crimped . you can remove it and get a new one through an electronics supply co. you can also look on the circuit board for a fuse there also may be soldered. or worst case, board or diode assy is burnt . hope this helps .
What is it worth? New in box, never used. Has it
Find out what consumables are going to cost for this machine. eBay is full of Chinese plasma cutters that sell for not much more than $300 and if you watch which one you buy you can get some pretty cheap consumables.
Is this being sold by a dealer or private individual? If a dealer, and they'll at least give you your money back if the machine doesn't work then it should be worth a couple hundred bucks. If a private individual is selling it at least have them hook it up so that you can see that it does, indeed, work and stick to a price below $150.
But check the price of consumables first.

Hi, Have you tried replacing your liner? The liner can get worn in the gooseneck. As the wire wears into the liner it creates a groove. The wire has +/- tolerances, and when it gets to the high side, it can cause the wire to catch in the smaller size groove, this will cause a studder effect. You can check your drive roll tension as well. The gun will run better with the cable extended, not looped in circles as is often seen.
As you mentioned it has been doing this from the start, check the liner size against the wire size you are using. You may need a larger liner.
I have found that a very high percentage of feedability issues come from incorrectly cut/sized/maintained liners.
good luck.
