Your throttle cable likely needs adjusting.
It should be fastened on the engine with a screw. Loosen that screw and adjust while engine is running then tighten Keep fingers away from underneath while engine is running.

Will not prime, will run if i feed it gas but
Take the fuel bowl off and clean the bowl as well as the needle valve where the little jets are. That most likely is your problem. The bowl is held on with a small bolt looking thing and the little jets are also in that bolt. Those little jets must be clear.

Engine starts sputters then shuts
probably a dirty carb. or if this problem is occuring when the engine has been run and is hot and its the new style easy start engine with auto choke ( no primer or choke lever) then the auto choke unit coud be faulty

Timing is off nedd to
the timing is fixed by way of woodruff key in the crank which locates into a chanel in the flywheel and is not adjustable. If you mean the air gap between the ignition unit and flywheel then set it to aprox .002-.005 inch

Grass collector not filling
HMM .. if the grass is not going into the collector, I would look under the deck and see if there is something blocking the chute to the bag.

Lawn boy push mower wont start spits fuel out of exhaust
This is a hard one to diagnose without seeing it but it could be a sticking float or a stuck open valve. If you have good compression you can eliminate the valve issue. Be careful checking the float that the inlet needle doesn't fall out.

How do you take the Dip Stick off
the dip stick twists out, and sometimes are tight, or hard to turn. be sure and replace it as tight as you can, back presure in the crankcase will blow it out if it's not tight

Self propelled lawn mower makes whinning noise
disconnect the spark plug turn the mower on its side and inspect the drive belt on the pulley above the blade (on the crankshaft) it may have a shroud over it. Also there is a small gear case that maybe dry that the belt drives, that goes to the wheels, Also try lifting the drive wheels up off the ground and engage them and see if it still does it. if it stops once lifted it might be the bushings on the axle its self.

6.75 190cc Mower starts but if it stops then it will not start for the rest of the day????
if has a two cycle engine check for carbon build up in exhaust port if its a briggs and stratton check compression it sounds like one of the valve seats has come loose if it is have to take in to fix about 80.00 dollars then it comes down to hoe old is it do you want to spend that kind of money and not by a new one you will have to think this over because you can bet some shop going to over charg you like i said 80.00 no more than 100.00

NEED REPAIR MANNUAL FOR BRIGGS AND STRATTON REPAIR
Hi - you can download manuals for all current and the vast majority of older engines direct from the Briggs website (owner/maintenance manuals and Illustrated Parts Lists) . You can also buy proper 'strip down and repair' manuals from Amazon among other places. Note - these are official publications and it's unlikely you will find them for free (they're illegal if you do!).
