if an electric pto , the problem is the pto is taking all of the power and robbing the ignition system indicates a failing charging system or voltage regulator

Why do you think you need to remove the whole deck just to clean it and sharpen the blades? What kind of design would that be, manufacturers wouldn't sell too many lawn mowers if you had to remove the whole deck just to do what you're asking

make sure it's not coming into contact with any sharp surfaces

OK I HOPE THIS WORKS I HAVE A T-13560 GUESSING THEY'RE CLOSE, I HAD TO PULL OFF THE TOP COVERS SHAPED LIKE A "V" WITH ONE NUT HOLDING IT ON ,FIRST REMOVE THE CENTER BLADE BOLT UNDERNEATH ...THEN YOU'LL SEE THEIRS 4 1/4-20 HOLDING THE BLADE DRIVE ON BUT FOR ME I ACTUALLY TOOK THE FOUR BOLTS OUT HOLDING THE ENGINE MOUNT OUT IE. THE CENTER OF THE DECK TO EXPOSE THE TOP OF THE CENTER PULLEY (MY BAD ONE) AT WHICH POINT I COULD TAKE AN IMPACT WRENCH TO REMOVE THE PULLEY NUT ...THEN UNDERNEATH REMOVE THE BLADE MOUNT ....MY BOTTOM BEARING FELL APART SO I COULD PUT THE SHAFT IN A VISE , HEAT IT UP AND TURN IT COUNTER CLOCKWISE ...THEN REASSEMBLE GOOD LUCK

take the spark plug out and see if it will turn over. be sure the brake is released. some brake mechanisms have a lot of pressure on the fly wheel if it is broken it will be locked up.

first -make a diagram of the belt position next there will be adjuster pulley/s or spring loaded pulleys to release to loosen the belt you may have to remove cutter drive belts to assist in the replacement get diagrams of how they are before removing them

change solenoid. check for voltage just because it is new it might be bad

should be able to give serial & model # to distributor or dealer to get your belt #

sounds like engine may be HYDROLOCKED from excess fuel in the cylinder, remove sparkplug and see how it spins over. be sure to ground the sparkplug as to not cause a spark resulting in a fire, PLEASE be careful.
