Skil 10" Table Saw 3400 Questions & Answers
I have a skill table saw model 3400 type 2. The
I would check to see that ID of the blade arbor matches the OD of the motor arbor, and you are not missing an adapter ring. Then I would get some acetone and a wire brush clean all surfaces where the blade seats. This is also good practice for Jacobs chucks on drills, that allow the drill bits to spin.

Blade is not square to table
There are manuals for the Skil 3400 available online.
Centering the blade to the table simply requires a screwdriver, a good square, and some patience. Basically you're loosening up the points that hold it vertically and horizontally (front to back), checking them against the table with your square, and then tightening them up when everything looks nice and ninety degrees.
It's not the best saw in the world, but with a little work, I've been able to get it to make 90 degree cuts and perfect miters with a miter sled and a cross-cut sled I built using aluminum (I think?) On the front of the saw right to the left of the words Skilsaw you will see a large red switch. Pull it out to start the saw and push it in to stop the saw.
Looking for cost of replacement
i looked online at places I get parts from. Neither listed the motor as a part the had the aramature for about $70 and the field for about $35. Have you tried the reset button? also it may just need new brushes.(if you see lots of sparks at the end of the motor opposite the blade, look through the air vent slots it is likely the brushes, unplug the saw, and take them out and replace them
HERE is a blow up ) the I would think that if the saw is well used and the motor has burnt out. It may be a lost cause. I am not sure what the price of this was new but you can get a reconditioned saw from
Amazon
