The fuel flow solenoid or needle valve it controls may be bad/need adjusted/need cleaning. If your engine has one, it is on the bottom of the fuel bowl on the carburetor. It will have a wire running to it, and when you turn on the key, it will make a tiny "click". If you take it off and remove the fuel bowl. and clean it, then put it back on, it may solve your problem.

I am not aware of a method to do that. There are springs and valve guides etc that cannot be accessed without taking the upper engine apart.

I believe you are right about heat induce electrical problem. About all there is for ignition is the coil and breaker points.

Check the valve clearance .. intake should be .006. - .008 ex .008 - .010 check for loose valve seats . ....

go google and type in-- workshop manual for briggs and stratton 16.5 hp motor -- if there is a pdf version , down load it remember that the manual will cover a range of hp motors so a manual may be 14-20 hp
