Hello,
The portion of the plug that you refer to is known as a GFCI protector. It is designed to interrupt the flow of electrical current to the device if there is an imbalance of current flow in the hot and neutral conductors.
When you pressed the TEST and RESET buttons together, you essentially shorted out the sampling resistor, and blew the trip relay. Replace the plug / cord with a manufacturer spare.
For temporary use, as in testing only, you can remove the GFCI plug and replace it with a regular and appropriately wired plug. This will restore power to the unit, and allow you to continue to troubleshoot without being impeded by the GFCI affecting the outcome.

i just opened the back of the unit and byepasted the reset button . the wires on the reset button i toke off and jioned them with a piece of steel connectind the 2 of them together there are 3 of them i just tokk the top 1 and bottom 1 closest to yourself off and jioned them it is working fine and has been since i have done that try that i hope it works for you as it did 4 mine happy sleepin with cool air

Emptying Water
open the big front door, pull the top of the water container toward you, take it out turn it over, unscrew the top, pour out the water
