Canon camera will not turn on.

Flash compartment pops up out of camera but doesn't flash.
This is something that you cannot fix unless you have a lot of knowledge about electronics and special tools. The flash uses high voltage components and they can fail, the flash tube may be bad or the wires to it have come loose. Cameras are delicate and you should see if it is worth fixing vs buying a new camera
Why are my Pictures dark?
Because you did not give a clue to what powershot model you have, I have to keep my answer less specific.
Every camera has a setting, called automatic. On Canon cameras most of the time it is a green or black camera logo on the main dial.
It also could be you chose one of the scenes programs, like shooting on the beach or in snow.
When you switch to automatic, all pictures should be more or less correct. The camera should prevent you from taking pictures when there is not enough light, in automatic.
If your camera is in automatic, and the pictures are still to dark, something else must be wrong. If the automatic trick works, read the manual, to check when you can use the other modes.

I think your card is damaged. Try connecting to your computer and check available space. Take a backup and format it from your PC, check if it is formatting completely.
If the card is not Class 10 you will also have problem recording movie from a camera. You need a high speed card to record video.
