It sounds like a blockage in the paper path at the rear of the unit. This unit picks from the rear of tray 2, and there is a separate path for tray 1 that conveys the paper above that tray and back to where it can intersect the main paper path. Sounds like you have a blockage where those 2 paths intersect.
Remove the cassette 2, and in that hole, there are 2 levers that allow you to lower the bottom half of the tray 1 bypass path. Look back in there for the tiniest scrap of paper left behind.
Next, if nothing is found, open the rear door, and again with a flashlight, look down in the bottom of the paper path for a small bit of torn paper, or some other obstruction. Odds are this is your problem.

I had same problem with black and blue cartridges. I did all recommendations -- return to factory setting ( no help). Shake cartridges REALLY hard ( no help); reinstall printer/ driver ( no help). What finally WORKED was SWAPPING the cartridges around ( for ex. put red in black spot, blue in yellow). I then got an error message ( b/c in wrong spot). Then I placed them back in correct spots and it WORKED !!! NO more error message that the ship lock was on !!! And this worked with generic cartirdges.

Replacing the Transfer Belt (ITB, Transfer Kit) HP Color LaserJet CP4525 CM4530 1. Open the printer's right side door. 2. Use the blue lever (see callout 1 in picture below) to lower the secondary transfer assembly. 3. Grasp the small handles on the transfer belt assembly (circled in blue in picture below), and begin gently pulling the assembly out towards you, until a set of 2 larger handles pop free on the sides of the transfer belt assembly. 4. When it says it needs new rollers, it means they're worn down. I ignored mine (for the same reason as you) and it started to pull the paper crookedly, as well as not to feed it all the way through causing a "jam." Have your IT person price roller replacement against the cost of a new printer and make your decision. Wish I had better news.
