the obvious fault is a lack of communication between the computer and the printer from not having the correct driver installed
using microsoft drivers can lead to problems so it is best if you go on the HP web site , select the driver download for you model and install the driver direct
you can also right clivk on the printer and then click on properties tab , click on compatibility tab then click in the box and high light the win os you are using to rectify compatibility problems

Hello and Welcome to FixYa!
Sir/ Ma'am The Power Light (Green) is blinking means a lot of things, like the printer is out of paper or the top cover is open and other, If you get a message as "Paper Jam with the green light flashes continuously it means there is a paper jam, So Unplug your printer and Remove any loose sheets of paper from the input tray and the output tray. But if you are not getting any message and if the green light flashes then it means that either the cover on the HP printer is open, or the printer is out of paper.
If the cover is open, close it or If the product is out of paper, Follow these steps to load paper
Move the paper width guide to its outermost position then Insert the paper into the tray, and then gently push the paper into the product until it stops.Move the paper width guide inward to rest against the paper.
Now Turn On your printer and try to print again if you are getting same thing then there is may be some other issue like The Power light (green) blinks when trying to print labels. The product is not picking up labels or paper correctly (The type of labels or paper might be inconsistent with the product settings)
Follow these solutions to resolve the issue of the product not feeding labels or paper correctly.
Open the document you were trying to print, if it is not already open,
Click File >> click Print , and then >> click Properties . The Printing Preferences dialog box opens >> Click the Paper/Quality tab.
Make sure that the type of paper listed in the Type is drop-down list matches the type of paper loaded in the product, Now Try printing again.
I hope problem will be solve by one of above solutions
But if you still face this similar problem then there must be an issue of cartridge. Let me know if you still face the problem i will provide you the assistance about the cartridge problems that may cause the green light flashes and do not allow to print.
Thank You
Paper jam
Hi......................
How to Clear a Paper Jam on an HP Inkjet Printer?????
Paper jams are among the most common problem with HP inkjet printers.
Follow these instructions to learn how to clear a paper jam so you can
get back to work.
Instructions
Things You'll Need
-
-
1
Disconnect the power cord from
the back of the printer before you begin. With the power disconnected,
you will protect yourself from being shocked. This is an important step
when you are fixing any type of electronic device.
-
2
Move your printer so that you'll have access the back panel. Unhinge the back access panel of the printer.
-
3
Look for paper through the opened back panel. Remove any paper you find jammed.
-
4
Close the back access panel. Make sure that it latches into place and looks the same way it did before you opened it.
-
5
Open the front or top access
panel. This is the panel you use to access ink cartridges. If the
carriage that holds the ink cartridges moves, then you forgot to unplug
the printer. Go back and do that now. Look for paper that may be jammed
in this area of the printer.
-
6
Remove any paper you find jammed
here. There will be resistance from the paper feeder, so pull slowly or
the paper will rip and create a more serious problem.
-
7
Close the front access panel. Make sure that it latches back into place.
-
8
Plug the printer in and attempt to print again. If you can print successfully, you have removed the paper jam.
Hope this will helpful to you...................
Good Luck.............
Sir I have HP Deskjet
In most cases the printer driver software can have errors while being in use or is shut down. First remove the ink cartridges, the B&W . Now to reset remove your printer from the PC and uninstall the printer software. Now reinstall the printer software and then connect the Printer ONLY WHEN PROMPTED, to be detected as a new hardware as it will be installed. Now check the printer properties to see the ink levels.
Activate head cleaning before a test is taken. Sometimes it is possible that the head is not reacting to the need of the PC command or can be an issue with ink drying or poor ink cartridge contacts. Also check the mechanical settings of the ink cartridge , if jammed or tight remove motor and manually free the drive before it is set back.
Thank you for using Fixya

Sometimes the power supply unit must be checked as a poor SMPS unit can deliver low voltage and cause issues to the printer function. Check all the leads and connections of the mother board , the tags to the ink cartridge. Also check the mechanical settings of the ink cartridge , if jammed or tight remove motor and manually free the drive before it is set back.

Make sure the printer is on..try unistalling the drivers and then reinstalling the drivers
What printers do work for
Being older O/Ss your best bet would be any printer that was around ath the time as the OS so be looking for 1995-2000 model printers
if you just want raw printing nothing fancy like pictures, try HP Laserjet5 pcl drivers on almost any laser printer. if its an inkjet as you suggest, try older model drivers that are similar to the model you have, quite often will work to a degree.

Remove all the papers that jammed. Reset your printer. Turn off for about 10 seconds then switch on again.
