Sounds as if the sound card drivers are corrupt or not installed, here is the site for the audio drivers:

Go to the audio section and you can download the driver for windows xp, if you need drivers for something other then XP then the page will let you know what to do.

Beep sound means your RAM is damaged. Change the RAM.

Try to install the driver manually through device manager.
1. Right click the device you want to install and click update driver.
2. Select No Not This Time
3. Select Install From List Or Specific Location
4. Use the first option (Search for the best driver) and enable Include This Location In The Search click browse and locate the driver in the drop down box
click next to install.

Hit F1 to open Bios settings try to boot from bootable CD
