Does it feel like 90 where the thermostat is located? If it's not hot in that location, then your thermostat is most likely going bad as far as the temp. goes. If the A/C isn't cutting off, then the thermostat doesn't know what the temp is to cut off. I would suggest replacing it if you have these symptoms. If it feels 90, you need to have the unit A/C unit checked out.

Connecting the voltmeter and getting a reading will cause no harm. Just make sure you have it set to read volts (AC or DC whichever is the case).

IT MAY BE THE THERMOSTAT MALFUNCTION.

Its probably not the thermostat. The air conditioner may be stuck on heating mode. If its a reverse cycle, the reversing valve may be jammed so even when the thermostat is calling for cold air, it stays on heat. If the machine is on heating mode, it should be blowing cold air out of the outdoor unit of the air con. If its on cooling mode, the outdoor should be blowing hot air.

Thermostats don't actually blow anything, the heating system might though. Check the breakers for your heat system, then call a heating specialist. They're really not that expensive.

You should be able to get this from any heating supply store or repair facility in your area.
