I cannot get my TPI
If the unit kicks on at too high a temperature, then it is probably the thermostat. If it will not turn off then it is probably the switch that is bad. Since you gave both indications, you could have two components bad. NOTE: Normally calling a technician to repair this item is more expensive than replacing it with a new one yourself.

I have base board heaters in each room and each with a thermostat and hooked to a controller. The controllers activate the heat in the base board heaters. I believe this is how it works. When you activate the thermostat, it sends a message to the controller that sends a message to the base board for heat.
The controllers are Singers. Prbkem 2:. When I turn down the thermostat (to off), I still get heat in the base board heaters. WHY.
I was going to get rid off the controllers and thermostats and buy new base board heaters at Home Depot. The thermostats are on the base board heaters. Will this work.
Heater core
you should be able to get instructions when you buy the heater core ask the store to print you out a copy most stores will be glad to print the instructions for you. you dont have to really ask for instructions you just have to have a day aside for taking bolts out until you get to it. it will take some one more then 10 hours to do it but you will safe lots of money.... once you start you will see your self were you need to go next that is how i have fixed all my car problems...

No. The bugs caused a short inside the wiring. you nweed to pull it off and clean it out. Possibly mend wires. or replace the unit
Replacement isn't as expensive as your life. So My recommendation is just buy a new one.
Loose power when turing it on
sounds like it is wired incorrectly at the baseboard heater. BUT if it worked correctly before this, then you may have a bad thermastat. Wiring in two baseboards into one thermastat is a bit tricky, each time I do it I have to think it thru before hand to get it right. IF it has never worked right, again you probably have it wired in wrong at the baseboard.
Baseboard heater running all the time
since they have indivial twist knobs that regulat temp, the thermostat is bad on one in hall either replace knob which should have thermostat built in or whole unit
Disconnect baseboard heater
After confirming that the heater circuit is de-energized, simply go to whatever heater that you want to disconnect, open the junction box, remove the heater wires and cap them off. Twist the remaining circuit wires together, wire nut, replace the juction box cover and on to the next one. There are ways to install a thermostat at each heater too.
Sparks inside radiator when he automatically kicks off
I would suspect the unit is at fault. the sparks from the inside of the unit indicate a short from hot wire to ground (unit itself). this is verified by the tripping of the circuit breaker. I would not use the unit anymore till the short is clean.
this is potential fire hazard.
