Make sure you are reading the correct pins of the 4 prong plug. Capacitive coupling would give the low reading if you were reading from a hot one to the CASE type ground pin. You should find two readings of 120 between ONE of the 4 prongs and each of the hots and 240 between the hots. Between any hot and the safety (CASE) ground you will see a voltage that depends on the impedance of your meter and the electrical capacitance of the windings to the case. something up to 1/2 of the 120 volts would be expected so the 24 vollts would be perfectely possible.
It is important to identify which prong is the neutral and the two hots. The fourth prong then is a safety ground and UNLIKE your service entry of a residence, it is NOT tied to neutral at the generator.

Typically that's because the fuel evaporated and deposits have gummed up the carburetor.
You may be able to get it to run by starting it with some starting fluid, but most likely you'll need to clean out the carburetor.
It's always best to drain the fuel from a gasoline engine if it's to be stored for a long period of time. After the fuel is drained, run the engine until the carburetor and fuel line have drained.
You can also use fuel stabilizer to help prevent the problem in the future.
Even if the fuel didn't completely evaporate, stale fuel doesn't work well when starting the engine. Another reason to try starting fluid.

Have a EB5000X generator which
If I understand the problem correctly, it runs fine after you cleaned the carb, but the auto idle will not engage when you put a load on it. First if it has a switch to turn the auto idle off try that. if it does not rev up, then the magnetic controller is stuck. There is a magnetic coil which is connected to the throttle and this either pulls or releases the throttle when load is applied. My guess is that this is hung up a bit. Look for a small round coil with wires coming off it that is connected to the throttle assembly. You could also try tracing the wire from the auto idle switch backwards. This may just be stuck in the idle position by corrosion. especially if you live in a humid area or one near the ocean. gently try to work it a bit by hand (when the generator is not running) and try a bit of wd40 or the like.

Anyway if you have a 1986 generator and you have 12V DC to the starter with the key on the most likely problem is the brushes in the starter PN: 31215-ZE2-003 or 31215ZR2003

The only problem I have is that I do not know if this is a set or an individual brush. Use the toll free phone number on the link above to confirm quantity.
Once you have the starter removed use some 220 grit or above sand paper and clean up the copper contacts on the starter armature and lubricate the bearings.
If you do a continuity test of the armature using the copper contacts your meter leads must be exactly 180 deg from each other (opposing) to get a resistance reading.
Reading out the stator winding is a matter of reading the + lead terminal to the case.

This is what I assume is for the starter motor for the generator. I would use for this a #8 welding wire style cable. This will supply enough power for starting.
What is the "no load"

All though that is on the very high side it is acceptable for a no load voltage... as soon as you put nay load on there it will drop....
You want the voltage to be on the very high side in a no load state so that you have room for it to drop some with a load...
I would not worry about what you have there...

I have an EB6500 that was sitting for a while.
Is that all you ran it was the one time? Sounds like a mouse. Or bugs got in there and built a nest, something just burning off. Get the air gun on that thing and blow it out, then try it again, hopefully it is just dust and dirt piled up in there.
I am trying to connect battery terminals to my EQT generator.
Connect the black lead (negative) to the frame of the generator.
Connect the red lead (positive) to the big post on the starter solenoid. There are 2 big post terminals on the solenoid. Connect the battery positive lead to the one that DOES NOT go to the starter motor.

In my experience, there is a switch that ya turn off to start the device and allow it to warm up. Following this short period, ya turn this switch to the on position and a governor takes over - slows the engine to an idle until it sees a load at which time it runs the engine speed up. In the off position, the generator part of this combo is turned off.
In my experience, the protection devices on small generators are auto reset.

How to remove tank on a honda eg5000cl generator
This is reasonably easy to do. Does the Generator run? Start the generator as it's running turn the fuel Petcock to the Off position. The generator should stall and stop running. This helps safely empty the fuel line and carburettor between the tank and the engine.
Disconnect the fuel line from the petcock tap and plug the ends to stop dirt getting in. On each corner of the tank itself there should be a bolt going through the ribbed edge and a rubber spacer. remove these 4 bolts and the tank should lift up and out. On some generators you might have to remove some trim panels to make it easier.
Refitting is the exact opposite of this.
