Magnum M18 governor and carb linkage.

The service manual is a free download from the Kohler website. See page 6A.13 for instructions on setting the initial position of the governor arm to the governor shaft.

Given the relative length of the governor arm to the carburetor throttle shaft arm (plate), a 45 degree rotation of the governor shaft should be more than sufficient. It is more likely the linkage is improperly installed.

I have a Black Max 18 inch chain saw i have a terrible time pulling the starter rope i have to c clamp it down if i just step on it it pulls out what causes this?

Strip or the starter rope mechanism, the coil spring and lubricate everything. Look for places where the rope might be getting caught. It is a good opportunity to change the cord. Also check the starter clutch assembly. Check the decompressor valve.

Not sure what you mean by 'engine control cord' in relation to a 'kill cord / kill switch'. Mowers either have a pull cord to start it or electric start. Pulling the cord makes the engine turn over, it fires and runs. The kill switch does the opposite, it cuts the power to the engine and stops it. All questions need 'make model (what it is)'.
