Charge port (blk. wire melted at the end) Smoke from motor
I'm sure it already is cooled down but it needs to cool down after an episode like that. Hopefully the motor stopped running as an over heating issue. If the charger wire melted on the motor where it plugs in, it was to HOT to plug it in at that moment, you should only charge a cool battery. Fuse you can check for look somewhere in the area of the battery, you might need to remove a cover or two to find, if there is one or maybe a fusible link is somewhere in the system.Without seeing this particular bike I cannot tell you exactly where to look. Maybe try online they have service centers for these bikes maybe in your area type in the info on the bikes info plate somewhere on the bike, as a random search for parts and info. Good luck!
Got wet
not a great expert on motobikes but make sure there is no water in the exhaust and that the spark plugs arn't wet.
I am wondering if i need an drivers lisence to
im not certain of the laws in your area but as with indiana and most states that permit the riding of mopeds without a valid drivers license state as long as the machine is 50 cc or less the only requirement is to wear a helmet. a call to you local law enforcement agency should provide you with the guidelines for your area.
I cant find a diagram for the wires on the
I attempted a direct soundcard to amp to speaker/sub setup, but that didn't work out too well. Now I'm just using the inputs on my head unit, whenever I rev the engine the whine gets worse. I directly run 14awg wires from the battery's +12 and ground, and I'm using the ground on the harness. There is no whine when I play dvd's or mp3 from the head unit, but when i switch over to aux-in thats when the whine starts. I've checked to see if it was the audio in on the head unit that was causing the trouble using portable cd and mp3 players. My amp is turned off via fog light switch for test purposes.
Something interesting I found was when I tap the 1/8 plug onto any metal part of the faceplate it makes the same exact sound, but when I completely cut off power/ground from the comp, the buzzing goes away when I tap the faceplate.
Moving the mouse also increases the noise...
This is a good replica of the wiring diagram in my car at the moment, the layout is as pretty close to how it is in my Rsx.

Where can i get my back tires fixed?
These small ATV and MiniMoto style tires can sometimes be found at store like Harbor Freight or TSC (tractor supply center) if you have one anywhere nearby. If the tire has an inflatable inner-tube you can most likely repair it with rgular old bicycle repair patches.
Battery shows a full charge but wheels won't turn while grounded
theres nly 2 things at work here in my opinion, the battery and the charger, if this bike is of any age chances are the battery is no longer good, it may read ok with the meter but when you put it under a oad like trying to ride it it may go to 0000 see if you can mete it under aload
