Turn off the water, disassemble the control and replace all rubber pieces and damaged plactic, if any.

Take a close look at the gate in the spout that diverts water and make sure side with "O" ring is facing in, and try turning the stem/push handle, of the diverter, counter clockwise, which should lower it in the spout a little more, as it sounds like it's not going down all the way, to allow for full flow from tub spout. I believe the push button is threaded into gate, and turning it will adjust various flows, until you get it where you want it. Try a few turns one way, and see if it doesn't change.

most likely problem is to much pressure in water lines if u have shut off valves on to feed lines turn them down a little will decrease pressure to the valve other problem the spout {tub} diverted is partially engaged, loose,debris or defective if u can reremove the spout and observe the valve for proper function

Yes, I believe this unit uses a cartridge right? They do fit a little tight due to the small washers on the back side of the cartridge. If this is the one I'm thinking of, there are two leg like appendenges that come off the back and fit into small holes at the back of the manifold or what some call mixing valve housing.

Check there is nothing on the valve seating stopping the valve from shutting off fully

Most modern shower restrictors are permanently fixed and require some prying with a pick or small screwdriver and possibly drilling. Be careful that in removing some of the pressure reducing stuff you do not slip and put a hole in yourself. You don't have to get it all out, just enough to allow full pressure to the head.

Clean hand held the unit is probably clogged . If you have ard water you can soak it vinegar for a couple of hours.

If I am reading this right. You have one single handle that controls the temp and flow in your shower, correct? This being the case and you cannot adjust the HOT down enough with the handle. Then my suggestion would be to turn it down at the water heater. If you remove the access door on the side of the unit. There should be either a dial you can turn with a small flathead screwdriver. Or a switch that selects the desired temp. But take into consideration that this will effect ALL water temp throughout your house. Washing machine, Dishwasher, etc.................. There might be one other thing to investigate as well. Look into the cold water supply side at the water heater. It might not be open all the way.
