The light blinking seven times is a error code specifically it's error #7 .The E-7 error indicates the part called the flow meter is bad. To clear that error code and get the dishwasher to start push within 3 seconds HIGH TEMP WASH -HEATED DRY-HIGH TEMP WASH- HEATED DRY
then push CANCEL sereval times to dishwasher shuts off..it should start and run then
If the blinks 7 times again the flowmeter will need to be replaced
ON some models the "HIGH TEMP WASH" button is labled power scrub instead of high temp wash so in that case push POWER SCRUB-HEATED DRY-POWER SCRUB-HEATED DRY then cancel as described above
In case the E-7 error returns and the flowmeter needs to be replaced the part number for it is W10195536
Based on your description and the model being a KitchenAid, there is indeed an internal "fuse" or as Whirlpool refers to it, "thermal fuse" or "bimetal". I'd suggest you likely have a faulty thermal fuse in the control board, but it is not resettable unfortunately. (these are made by Whirlpool)
It's pretty easy to replace or to check, I've attached a link below to change the fuse, but you can also use the link to access the thermal fuse to check it.
With the aid of an ohm meter, (**and the electricity off...safety first**) remove one wire and measure across the two contacts and it should show continuity, otherwise it's open and therefore no good.
The part is available at most brick & mortar part places or on-line at vendors such as "repairclinic.com" or searspartsdirect.com" to name a couple. Part number 8193762...looks like this image and retails for about $15-$20USD based on the model you provided.

Your heater may be coming on at the same time that the pump is coming on in the unit. A couple ways to check this is to disconnect the heater or raise the water tempreture to 130 degrees. On the other hand it could also be the vent is not opening trapping hot air inside the machine. Hard to exactly pinpoint what is blowing the fuse due to both tempreture and amperage can do it. Check all active components with a meter also check the condition of the wires from the control to under the machine as well.You could also have a short in the machine as well which would be very difficult to find and take hours of going wire to wire with a meter.Question though when you removed the inner panel to replace the fuse the last time did you see any water marks anywhere on the inside panel or near the fuse? a effect and completly safe product to use to clean the d/w is VINEGAR .place a cup upright (as if you were going to drink from it) in the upper rack and place about a cup of vinegar in in and run the d/w on a normal cycle to prevent build up in the future use only a little detergent regardless of what the manual says all tech support dept. of appliance manufactures say to use about 2 tablespoons of detergent (a coffee scoop is the perfect size to measure 2 tablespoons) in addation always use JetDry (espically if your model hasa built in dispenser) a small bottle usually last about 2 months . if you have no dispenser jetdry also makes a solid form that can hung from top rack
the problem is with the float switch. thats the part in the dishwasher that moves up and down. its probably stuck, just play with pull it gently up ad down, and the dishwasher should begin functioning normally. if it doesnt, you may have to replace the float switch.

if it is flashing a certain number, IE flash flash flash, pause flash flash flash, or something like that it is giving you an error code. post that and it will help.
First perform a vinegar cycle wash in the dishwasher. Pour a cup of vinegar into the bottom of the dishwasher. Keep the temperature at the highest setting possible and perform a wash cycle.Then start using a dishwasher most probably that would solve the problem. If this does not solve the problem then there must be some parts worn out or faulty creating the problem.
There are many probable causes of failure .
To clean the dishes the water temperature is essential.It the water is not hot then the dishes will not be cleaned properly.So check the water temperature.
Also check the filter in your dishwasher.Clean the filter if there is accumulation of debris in the filter.
You won't see any liquid it comes out and gets rinsed off during the last wash cycle.As for detergant I think your best bet is to use the tablets. Like the three and one "Finnish " Hope this helps.

If you have already checked/cleaned the drain pump assembly located inside the lower front panel of the dishwasher and the issue is still there then it means that the control board has gone bad and
should be replaced. Hope this helps...please post back for further assistance.
