If your electric oven is not heating then you probably have a bad heating element in your oven. This is not that hard to fix yourself...

this is Kitchenmaid / Whirlpool oven door disassembling video.

The ohm's on the temp sensor is adequate if measured at normal room temperature. Next check the wiring from the sensor connector to the control board for continuity. Also verify there isn't any corrosion on the connection to the board. If that is good, visually inspect the control board for burnt areas as that will be the only other component in that function. This control board is NLA but you may find one stashed in someone's old inventory.

This is probably the interlock switch assembly. It tells the control that the door is locked. When it continues to cycle, the control doesn't see the door locked and continues to try to lock the door. Here is the part to order.
