I have several LS220 24

I don't know LS220 timer, and internet search turns up no legit information.

I suggest 4 possible solutions:

1) If this is a dial timer with segments, and you pull these segments up to set on-off times: work-around for missing segment is to switch am and pm hours. Fresh set of un-used segments exist on opposite side of dial.

2) Add a comment with clear description of timer.
I will check my files against timers that have replaceable trippers
Specific Intermatic and Tork timers have replaceable tripper parts.
Trippers are available on heavy-duty timers that generally cost more.

3) Identify your timer or similar timer on following link, and then add a comment and I will respond.
http://waterheatertimer.org/Woods-timers-and-manuals.html

4) If this timer costs $20 or less, Buy another timer since it would be cheaper than ordering off the internet and paying S&H.

Have a first alert et220

Timer is not identified for certain. Expert does not have instruction manual and can only guess at cause of problem.
For example not all timers are rated for CFL or halogen bulbs.
Loose light bulb filament, or loose light bulb, or dirt in light bulb socket can cause problem, replace light bulb.
Conflicts in timer programming can cause problem with digital timer.
Read more options listed below:

1) Add a comment and describe timer appearance and if timer is programmable or has a rotary dial.
Describe what buttons appear on timer.

2) Take photo of timer and post on flickr and add comment with link to that photo.

3) Scan your timer instructions into file format. Post this file to Flickr and then add a comment with link to those instructions.

I can not get the timer to come on at the correct

Your timer could be broken.

But let's review.
Override set atTimer on > correct
When override is moved other direction, then lamp turns on.
Lamp fixture is turned on
Bulb is good
Receptacle has power
You tied timer on different lamp at a different receptacle.
Dial rotates with passing time, which indicates that clock motor is functioning
Dial does not get stuck during rotation, and makes complete 24 hour circuit in 24 hours, indicating that clock motor is not weak.

Segments up or down for timer functions >> here's what to do: pull up some segments. Manually rotate timer dial clockwise.
The lights will turn on-off as you rotate dial manually.
That will confirm if up or down is correct position of segments.

If everything above checks out, timer should work.
If timer is defective, exchange for another one.

I test these timers and 4-6% arrive defective. Most last one or two seasons and then they quit.
Some last years.
But timers today are priced low enough.
