Dimmer does not work
A 3-way light switch needs 3 wires for both switches to work correctly. If there is only 2 wires on the switch, its not a 3-way. Only two black wires on the switch means it can be wired either way. The power and light leads are inter changeable. If you really need a 3-way switch, be sure it is labeled as that on the box and look for 3 connections on the switch its self. Else, try a switch rated for a higher amperage.

It may be obvious, but the first thing to do is
confirm that the power is off.Do you have a DMM (digital multi-meter) or
a voltage sensor?It sounds as though you are replacing an existing 3-way
switch with a new 3-way dimming switch, is that correct?There should be another
3-way switch or dimmer somewhere else.
One of the the two switches has a hot wire coming
into the switch from the breaker panel and two hot wires coming out that go to
the other switch (as well as the neutral and ground, 4 conductors total, using special
3-way cable). The second 3-way switch will have those two hot wires
coming in and one hot going out to the load (the lamp or light) -- and the
neutral and ground, 3 conductors total to the light. In either case, the
single hot wire either comes from the breaker panel or goes out to the
lamp.
So, my _guess_ would be that the one red wire on
the existing switch is the same as the one black wire on the new switch, and the
2 black wires are the same as the 2 red wires. Bare copper or green wires are
ground wires, they are the same. Most house wiring uses bare copper, but some
fixtures and switches use wires with green insulation.
I hope that's helpful. Remember, I'm just
_guessing_ about the wires -- you should confirm with a meter (which will
require turning the power on and checking with a meter -- be very careful.

House has 2 blue wires and one black.. this switch
At this point either. Once you hook up the switch test the switches on both sides. Make sure each one turns on and off if that makes sense. If the blue wires are on wrong one switch will only work if the other one is on. If that happens reverse the blue wires and that should fix it.
I cannot turn off light that uses a Leviton Cat /no 16400, DHC switch not can i find the receiver box that controls the lights
A Leviton DHC receiver device can look like any other switch or receptacle so if you didn't install it or not provided a map then you'll need to locate it.
Likely the wall switch that originally controlled the light was replaced with DHC device and paired with the 16400 at another location. If you can't identify it, then removing face plates and devices may be the only practical method to locate it.
If your not comfortable with removing devices safely, hire an electrician.
