first I would check is the low oil sensor circuit they can fail or they work best when the oil is low

Does this machine have a fuel filter if so make sure it's clean. Does it have a fuel bowl? Take it off and clean it out real good . also clean the fuel jet. These are why the engines do not start or run properly if one of these are dirty. Dirt keeps the fuel out of the carb.

Did you check the oil level? Some generators have a oil sensor that will now allow it to start if the oil level is too low.

engines don't "pull" fuel to carb , it either gravity flows (tank over top carb) there or its pumped there , I do believe the kohler engines from 8 hp thru 25 hp use a vacuum activated fuel pump (three hoses on it) these do go bad over time and need replaced , also there are fuel filters on all these engines that need to be replaced seasonally they are not cleanable there disposable

IMPORTANT replace in first priority the sparkplug (control the oil level) tankairiation if not cured The ignition coil can be thermical damaged, (try coldspray to test on it ) if ordering have high priorty on motornumber and year of build by your model to prevent there are no marketing technical upgrade/ modifications are made because then you get no spark to see either, if get the wrong for the different flywheel

I take it that this unit runs the power on board and is permanently fixed in the boat you mention new impeller so logically that means that it is water cooled drawing the cooling water from outside (underneath the boat) pursuing logic further if that is the case then there is a shut down circuit for the water flow to prevent overheating should the water inlet become blocked ( weeds, plastic cloth etc) from your question and statement I would be looking in that area to make sure water flow is not restricted or the protection circuit is operational ( no corrosion in terminals and wires )

check the operating rpms the rpms determine the voltage and frequency and can be adjusted at the governor spring setting adjust it until the voltmeter reads the required voltage set slightly above to allow for rpms drop under load for example if 240 volts set around 250 volts and that will drop back to 240 volts under load if 110 set around 115 and that will drop back under full load both frequency and volts are dependant on rpms

no a fuse is there to protect the circuit and the genset check why the de-icer is pulling so many amps as the problem may be in that unit a 10 amp outlet has a maximum current capacity of 10 amps as that is the current allowable from the gen set and wire capacity even if you had an outlet with 15 amp rating , it would still be blowing fuses as the 16 amps is above the allowable current draw you would need a 20 amp outlet ( difficult to get unless it is in a house power board and are normally reserved for hot water systems , stoves and other high current usage units and are normally then not outlets but hard wired in to a circuit breaker

change your air intake element and also clean your spark plug.

question to you are the rpms erratic under no load ( is the engine hunting on the governor) at what load setting does the problem start to occur

on the starter of the engine there are two teminals that should have 12volts to them while its cranking (or trying to) one has a 3/8 bolt stud and has a large wire/cable that should go to either the battery disconnect or direct to battery , the other one is 1/8" size and has a smaller wire to it , this is the trigger wire , it triggers the starter to operate , your going to need to look at those voltages when its trying to operate

It is not a float issue because the motor cannot consume the entire contents of the gas chamber in one instance of a surge. This is a throttle issue.
