Connecting 12 batteries in series would give slightly more than 61 volts. Considering that under load voltage will drop then it should be ok. Breaker goes between battery and motor on positive wire.

I have a 50-ft power cord for my electric pole saw. In an accident, the saw cut the power cord. It's long cable and I want to save it. My method keeps the cable lean and retain it's strength. It's not water-proof, but I never use a pole saw in a rainy day.
If you make your point of reference the flywheel (starter side) of the motor then rotation is clockwise. If your point of reference is the alternator or the end opposite the motor flywheel, then it will be CCW.
There are many ways to start. First, the starter is weak, and the second is that the starter does not move. If the latter, check the controller for signal output. If there is no signal output, check the battery for voltage? If there is pressure, the controller may be broken.
