I just bought the same one and although I broke it, the cone just came off easily for me.  I just pulled it off and there were no clips or anything.  It goes in the middle of the top plastic part where all the leftover remnants go.  I used a tooth brush to clean it and that worked pretty good.  Any chance you may have the book so you could tell me whether I have a burned out belt?  I was overenthusiastic about what I was trying to juice and it was too dry.  thanks!

General instructions: clean the basket-filter-screening of your Singer Juice Giant Model 774: First, unplug the juicer from the power source and disassemble it. Remove the pulp container and the juice jug. Locate the basket-filter-screening and gently twist it counterclockwise to remove it from the juicer. Rinse the basket-filter-screening under running water to remove any pulp or debris. Use a soft-bristled brush to scrub away any remaining residue. Rinse the basket-filter-screening again and dry it with a clean towel. Reassemble the juicer. If you need more detailed instructions, you can refer to the manual for your product

There is a spring operated probe that goes into the base and is part of the safety interlock. Yours is stuck. Funny, I answered this question yesterday. Remove the lid and spray in some WD40 into the hollow exterior channel part of the bowl. Then operate the spring with a cocktail stick or similar. The spring isn't rising to release the bowl from the base.

Try with Granny Smith apples and make sure they are this season and not last years. Also try the juicer with oranges to prove it is the apples and not the juicer. This is a vintage machine and no manual exists. The closest I can find is the MJ-66.
