Flapper problem

did you have the tank removed from the bowl?
if you did, there is a rather large nut that holds the flush valve to the tank, fairly simple to reinstall.
if you did not have the tank removed from the bowl, and you pulled up on the overflow tube "round white thing" then you probably broke it. you will need to replace the whole flush valve assembly.
you can get one from your local hardware store. you will also need new tank bolts, and a new gasket that goes between the tank and bowl.

New Pegasus Dual Flush Toilet Water does not enter Toilet bowl

There is a small plastic tube that comes from the fill valve and attaches onto the overflow tube on the flush valve. If no water is coming out of that tube, then it is clogged internally. You can remove the tube from the fill valve and take a small piece of wire or a straight pin to try and clear it from the outside. If that doesn't work, then I would recommend replacing the fill valve. They are inexpensive to replace. If you don't know how to get into the fill valve's internal guts at the top, then I would recommend replacement of the valve. One more thing, there also could be a water saver where the outlet is on the little tube I just explained. It is usually light blue, you can remove that and discard it.

Website for parts for a Pegasus Model 875-9104 , 875-9204 , or 875-9296H

You bought this at Lowes or Home depot I presume?Pegasus faucets are mostly made today by Globe Union Industrial, the same company who makes Danze, Gerber, and some other brands you may be familiar with. Made mostly in China. Thus customer support tends to be less than what you're used to. In the future your best bet is a delta or moen & if you need parts avoid aftermarket, they simply don't work as well & I don't know why. This recommendation is only for sinks, tub & showers. They might look nice going in but they don't last & repairs are either a nightmare or impossible. See the link for Globe Union. Globe UNION Industrial Corp
