American standard toilet doesnt always flush, water swirls around
There is a clog in the line. A plunger usually solves this problem, but you have to use a toilet plunger. Your local hardware store will give you the right tool ($13). If the plunger doesn't work, you need a toilet auger (also called a closet auger), which you can buy for less than $20.

Brown ring in my toilet
The brown ring is usually caused by hard water stains. With bit of chemicals scrubbed with a scouring stick. Toilets are fairly cheap if you need a new one for better looks.

Toilet fil problems
most likely the chain that comes from the handle is holding the stopper.so just give the chain a little slack.

Water pressure is low in bath and kitchen
Check the aerators for debris. Aerators are located at the end of the spout where the water comes out. Usually these unscrew counterclockwise (some models require a tool). Rinse out and reinstall. They may be just a lower flow model.
