It could be the relay or the strip heat....
To figure out what is wrong you will need to check if power is getting to the strip heat or not...should have 220-240 V across the two legs going to the heat strip...when the heat should be on.

From what you have described , the damage to the unit is rather advanced and I would suspect, unrepairable at this point. Just to many critical parts involved. Obviously, the heat overload sensor failed and allowed the unit to get grossly overheated. I'm surprised it didn't burst into flames. For now, disconnect the unit from it's power source and refrain from using it. Check your Owners Manual and hopefully it's still under warranty. If so, contact Sanyo about warranty replacement of the unit and any other occurring labor charges.

Please check power in your room. Its no logic that all the units are having same problem at a time. May be common problem that is power.
To get proper cool, keep cool mode,and also temp setting 23 degree.
To getproper heat, keep your temp setting at 30+ degree and also mode in "heat"position. I
