If your Vizio TV has sound but no picture, and you have already done the flashlight test, it may indicate that your TV's backlight or power supply is malfunctioning. Here are some steps you can follow to troubleshoot the issue:
Check the cables: Make sure that all cables are properly connected between the TV and any devices you are using, such as a cable box or DVD player.
Check the input source: Ensure that the TV is set to the correct input source that the device is connected to. You can cycle through the input sources using the input button on your TV remote.
Power cycle the TV: Turn off your TV and unplug it from the power outlet for at least 1 minute, then plug it back in and turn it on again. This can sometimes resolve issues related to the TV's power supply.
Reset the TV: Try resetting the TV to its default settings. You can find this option in the TV's menu settings.
Contact support: If none of the above steps resolve the issue, it may indicate a hardware problem with the TV's backlight or power supply. In this case, you should contact Vizio support or a qualified technician for further assistance.
Manually turn on your TV (or device you want to control) Press the TV (or device) button and hold for 5 seconds until the LED flashes twice. LED will remain lit. Find the programming code for your TV (or device) in the code list and enter it using the Number Buttons. The LED flashes once after entering each digit. If the code is accepted, the LED flashes twice after the last digit is and then turns off. Point the VIZIO remote control at the device and press the POWER button. If the device powers off, setup is complete. If not, repeat steps with a different code.

Hi,
it could be. But I would remove all accessories from the tv and then perform a power cycle (ie restart via power plug). If still not working, then I would run a factory reset on the tv.
Thank you.
Hi,
it sounds like there is an internal issue or the issue might be with the outlet. Please switch outlets and attempt to turn on the tv normally. If this doesn't work, then please make sure that there's nothing blocking the tv's signal reader. If not, then it might be time to take the tv in for servicing. Thank you.
Try pressing F2 on start up or check the splash screen with the Vizio logo for a hint on the BIOS access key. If you have Windows 10 and fast boot, you might need to use the restart options menu. (Fast boot often keeps the computer from registering the key press before Windows starts to load.) From inside Windows, press the Start button. Select the Power icon and then hold the Shift key while you left-click on Restart. You should get to a screen that includes choices for Refresh, Reset, or Advanced Options. Choose the Advanced Options and look for an option for UEFI Firmware in the menu. This menu can also be reached from Windows by the Start Menu by selecting Settings > Update & Security > Recovery. Scroll down to the Restart button. After the restart, choose the Troubleshoot option and then Advanced Options.
I've often found that even with Fast Boot off, I will miss the timing for the BIOS access key press. Thus I will repeatedly press the F2 key during POST and hope to get lucky.
I hope this helps.

3 choices,
1-sell it. broken( cut losses)
2-buy the service manual and read the tests there and rules for swapping parts not allowed, willynilly.
3-last guess and go broke.
Vizio E Series TV?
5 years old is it or older./
no model stated at all just this, why leave out key fact 1.?
no symptoms, my guess TV is dead, no sound and not smart screens, at all, dead, and LED glowing for standby GLOWing.
that is it ?
first off there is no need to have a TV box at all, zero need.
the TV has smart screen and do stream video off say neflix,
NO TV boxes needed at all just internet.
nor do you need anything at all to use the SMART screen.
it will show all streaming choices at any time, just AC line cord attached and nothing else.
lets to POWER Supplies 101 class now.
1: all Power supplies fail to turn on (even new) IF ANY PART OR MODULE IN THE TV IS SHORTED, (CALLED CURRENT OVERLOADS) THIS ENDS THAT FUNNY FIRE SMOKE THING.
that is JOB 1. not run any TV.
E28 to E75 TV, hummmmmmmmm NO TV even told.
I guess you got ebay bad used cards? PCB cards?
lots are. for sure. used. and if you USA and card not , FAIL !
some TV need hard reset, ever do that, power cord pulled for 1hr.
the hold power button at same time and plug in power cord?
rear power button E32? see that>? works when remote is dead.
but really all this is in the service manual these steps and rules.
TVs are not all the same, ok?> in this regard.
2017 lawsuit to them for spying on customers. TV to them. oops.
avoid them, no?
they do have the cheapest TV made award $159? (this?)_
The E= economy brand, ?
Some are known for dead LED back lamp, power packs or even the LED lamp string dead. known.!!! cheap made parts fail here.
so if screen is dead, and a hard reset fails use the service manual
click page called trouble shooting and click dead screen.
and proceed from there, per the manual first.
the cure is LG, buy LG and win, no kidding.
As you can see TV turns on just like a PC.
the 5vStandy dead, means the logic board can not respond the power on button the power on button is A digital command.
so if standby is dead or noisy,(cap) TV will never ever turn on.
This unlike any TV from 1980 and simple, not it is a computer inside and a OS running to make the smart screen work.(desktop like)
video class:
$10 meter work too, ever word below true, but I can add
lots more can fail there, not just that EEPROM chip. LOTS.
