download the latest version of itunes . after the installation of itunes connect your ipod touch using the usb dongle that comes with it. itunes will try to sync on your ipod touch. now click on itunes store then login using your existing account. if you still dont have an account you need to create one first.

once logged in on itunes store you can now select any apps that you want to download on your ipod touch (free/non free)

on your ipod touch you can also click on the app store icon and download. just make sure you that you are connected to the internet.

try to live with it. These iPods bought second hand are cheaper then a new screen, let alone the money you have to pay, when someone is working for an hour to repair it. I've seen 3 gen 32 Gb for around 50 dollar.

You say you did a reset, but did you press both the home button and the on/off button for more than 5 seconds, till the apple logo comes on? If not, try that one. When that does not work, try a reset from he Apple page, or connect the iPod to iTunes and click restore (last backup) when you did not backup for a long time, you will lose all settings and scores you made since the last backup. You can't put ios 7 on it but you can jailbreak it.
