Did you get a recovery disk that the first buyer should have made? If not, you may need to borrow the exact same one from someone and use your key which you should have gotten when you bought it and reload the system. That's only if the seller can't or won't tell you what his is.
ensure that the correct keyboard is set, the region and language in control panel should match your region and language.
If the settings are correct ensure that there is no mistake in the keyboard selection in your system tray, (the bottom right corner of your screen.)
If all is as it should be fit a n external keyboard and see if that works okay...if it does you need a new keyboard.
Check Ebay for these, they are cheap and plentiful on that website usually.
what is the program? do not save any changes you have made if you are rederring to a document...close the app without saving, it should revert to the version available when you last saved
The best solution is to use your Service Tag number located underneath your Dell Latitude E5500 and go to http://support.dell.com/. By keying in your Service Tag number, or using the Detect My Product button the website should tell you what hardware is installed in your Laptop.
Another option is to go to the BIOS (Reboot your laptop and Press F1) to look through the settings for Bluetooth.
If my memory serves me, these models could support Bluetooth but did not include the Bluetooth module. The best bet is to go to the website listed above and check to see what Dell says you have.
1. Does YOUR charger work on her computer? If yes, you need to replace her charger.
2. If YOUR charger doesn't work on her computer, then the problem is most likely a broken power jack (or a "cold solder joint" on the power jack). Slide the wireless switch into the "On" position to enable wireless radio communication on the Latitude.

I recommend you to connect an external monitor and check if there is display on it. Press 'Windows' + 'P' on the key board to get display on the external monitor.
I also suggest you to run diagnostics on display. To test the display shut the system down, next press and hold the letter 'D' on the keyboard and press the power button. This will initiate diagnostics on the display. Please check if the colors are displayed across the screen without a problem.
You may also try this step that is shut the system down, remove the battery and disconnect the ac adapter, press and hold the power button for 20 to 30 seconds. Now connect only the ac adapter and wait for 30 seconds , press and hold the Fn key on the keyboard and power on the system. This will run diagnostics on the hardware components and also the display.

Hello, how long does it take to shut down? If you a chance to check and have a diagnosis (I attached a link) it would be much easier to fix it; The other option would be to visit the dell store or a reliable mechanic to make some measurements of the different elements. As far as I know once the you forgot your BIOS password no more options to get it anymore. You may also wanted to talk to Dell Tech Support 1-877-542-3355 in order for them to check if they can still do something about it. Worse scenario would be replacing your MOBO.
